It doesn't make sense to have the user rights management link show when looking at an IP user, since you can't change the user rights of an unregistered user.

This is similar to https://bugzilla.wikimedia.org/show_bug.cgi?id=22047.

Should be easy to fix, since the link already appears conditionally when the user viewing the contributions page has the right to change user groups.
