so, if pages are read from a file, the bot edits on that language wiki that if found in a link in the file? could it be changed to work on a HOME WIKI only? or maybe it's worth introducting a similar option "-homeonly" that will allow the bot to make edits ONLY on the language specified as 'mylang' in user-config \(and maybe on language\(s\) explicitly specified as -lang parameter?\)

I agree, I also would expect -localonly works only on that language specified in mylang or overidden by -lang parameter.
