Add the login help page, so the login form doesn't have a redlink

Do we just want https://www.mediawiki.org/wiki/Help:Logging_in importing?

I think so, except link the other help pages in the "Why log in?" section to either mw.o or meta, so we don't have to keep creating more and more Help pages.
