Tool Labs needs a per-user quota because users are stupid and make giant log files and such.

The quota should be configurable on a per-user basis with a sane default. Some users will need more space, so there will be need to be a defined process for doing that.

The impositions of hard quota should be avoided unless we are really tight on resources or there are actual issues caused by overuse which is not currently the case.

In particular, doing crunching of "big data" is a legitimate and somewhat frequent use of labs.

That said, I do run usage statistics at semi-regular interval and contact the worse offenders (and I note that I am due for such a run soon).
