Tooltips with list of rights on Special:MWOAuthManageMyGrants/manage/NN can be partially offscreen, see screenshot.

I don't think using a popup tooltip here is a good choice. A regular bulleted list (or a collapsible one) might be better.

It would be nice to get a collapsible list here, or a csv list like we use for the grants in the grants-groupings.
