I have problems to install programs manually on windows since apt does not work vagrant@mediawiki-vagrant:/vagrant$ sudo apt-get update E: Archives directory /vagrant/apt-cache/partial is missing. - Acquire (2: No such file or directory) I'm not sure if it's a good idea to store the cache directory in the vagrant folder. It might give a little speedup if you often destroy your vm, but on the other side it might introduce problems for non unix filesystems.
this error was related to an old base box vagrant box remove precise-cloud vagrant destroy vagrant up solved this issue
