The Individual Engagement Grants Committee has 4 working groups, and to facilitate the committee's recusals structure and review process we need a separate list for each working group.  

This is a request for list 1 of 4.

Name: iegcom-tools

Like the main iegcom list (see Bug 44655), this should set to be private archives and hidden from main list directory, confirm and approve membership. Please add sbouterse@wikimedia.org as an initial list admin, we'll add some more volunteer admins later.

<personal opinion> Because having private lists listed publicly serves little good? Personally most lists I create can easily be public because I want others to join or read but in the end if it's a private list having it on the directory 1. opens it up to more spam and 2. makes the list more and more unbearable to use for people who are actually trying to find lists that they can join.

Sorry for the delay, first list created at https://lists.wikimedia.org/mailman/listinfo/iegcom-tools and set up with all the requested configuration, I'll be emailing you the passwords after I've created and set up all the lists.
