Can someone fix apache-fast-test to give a useful error rather than effectively the --help when the pybal conf doesn't exist?

The lack of no specific error message is confusing and unhelpful

This case being /home/wikipedia doesn't exist on tin, only on fenari

reedy@tin:~$ apache-fast-test urls.txt pybal

  usage: /usr/local/bin/apache-fast-test url_file [server spec]

   url_file format is one URL per line, http/https schemes supported

   server spec:
     (none)   use default mw1017.eqiad.wmnet
     pybal    fetch webserver list from local pybal conf
     host1 host2 host3

meanwhile this file can be found in the operations puppet repo in:

./modules/apachesync/files/apache-fast-test


so anyone could take a stab at this now and submit to gerrit (in the past this was a manual fenari thing)
