Editing post + clicking on reply button that also shows up

When I open up a post (or topic title, or header) to edit, I can still see reply and thank buttons, and can still use them (see attachment). This is pretty confusing/cluttered. 

While I'm editing something, all other controls should be disabled.

The WMF core features team tracks this bug on Mingle card https://mingle.corp.wikimedia.org/projects/flow/cards/357, but people from the community are welcome to contribute here and in Gerrit.

To clarify the intended resolution: when editing something, hover states *for the thing that is being edited* should not be triggered: we still want them to trigger for other comments/topics/whathaveyou.
