Actual outcome: nothing happens.

Please note that this works fine if instead you type something, and hit Enter after doing so.

It happens on both FF and Chrome with both Vector or Monobook.

This is because the cursor in these documents is in a block slug, and so VisualEditor stops you from creating pointless blank lines that won't be saved. Marking as INVALID, but this should (hopefully) be made much clearer with the proposed changes to block slugs to make them more obviously special.
