I think it make sense if we could track "Instant Commons" file usages on some important and trusted wikis outside of wmf like translatewiki.net.

For example https://commons.wikimedia.org/wiki/Special:GlobalUsage/Collaboration_logo_V2.svg is not mentioning translatewiki.net usage http://translatewiki.net/wiki/File:Collaboration_logo_V2.svg

The current system would require translatewiki to have db access to commons, so its not happening in the current framework

However several people have suggested making a new framework for instant commons type wikis (possibly including non trusted ones). I think there is a bug for that somewhere.
