hi the error is coming from extension wikibase extension echo has been fixed
hi if you have extension wikibase with repo and lib. go to the mw-config page click on a languge and click next. then the page then show the error. if you uninstall wikibase by removing the lines from localsettings the error should go and start working

I think wikibase is also having problem but I think it is also the installer too
I downloaded the zip file in git for wikibase

So I think I'm going to give up on this bug report, as even after many many attempts asking you to provide clear, specific steps to reproduce problems, and to provide readable language, the situation has not improved and your bug reports are of too low quality.
I have told you how to reproduce it I said to have wikibase with repo and lib. And then have Mediawiki 1.23 Wmf 2 installed and go to the update.php page. Wikibase seems to only have a problem with one of my wikis the other doesent it has a problem with the installer.
Hi I have also found the error accours in extension:math my other wiki doesent have it installed I think they have fixed wikibase because I am not having the problem now but it is in extension:math

As written several times before, please use punctuation. The general concept is explained on https://simple.wikipedia.org/wiki/Punctuation and rather common.

This seems to go to nowhere as it's still vague enough and no clear steps to reproduce. I'm closing this as WORKSFORME. Feel free to reopen once you have clear steps to reproduce. For example, "have wikibase" is not a step.
