Not sure what's the problem here because I can export books into EPUB using the Collection extension; it's the last option in the drop-down menu there.

unfortunately this report is not very useful because it does not describe the problem well. If you have time and can still reproduce the problem, please read https://www.mediawiki.org/wiki/How_to_report_a_bug and add a more useful description to this report.

Steps to reproduce, 
1. Go to https://en.wikisource.org/wiki/Main_Page, and I see "Download as EPUB" link under 'Download/print'

2. Go to https://te.wikisource.org/wiki/%E0%B0%AE%E0%B1%8A%E0%B0%A6%E0%B0%9F%E0%B0%BF_%E0%B0%AA%E0%B1%87%E0%B0%9C%E0%B1%80, and I dont see any EPUB export link under ముద్రించండి/ఎగుమతి చేయండి(This translates to Download/print).
