This file is getting huge - it would be great to lay things out as they are in core:

Note that this is not currently supported for extensions, however the localisation team has some plans to ditch messages in PHP completely.

Surely we could just have one master PHP file that require_once all the others?

ooh.. but I guess the update script isn't aware of these files which is the problem.. mm that's a shame.

Closing per standup consensus - we need a general solution is this area.
