User sandboxes often contain clones of articles, and should be ignored in actual WP pages. However, when a sandbox lists a category, it shows up on the category page (like the category "psychedelic drug advocates" before I fixed it).

I don't see how we can fix this well still allowing user pages to be generally categorized

Perhaps something like __HIDDENCAT__ but works by limiting namespace inclusion. We could by default have categories not have pages in ns 2,3 unless that tag is on the category page...... Just a random thought
