The "About Beta Features" link on prefs tab should link to translated page in user's language.

This is as simple as linking to https://www.mediawiki.org/wiki/Special:MyLanguage/About_Beta_Features instead of https://www.mediawiki.org/wiki/About_Beta_Features directly.
