At Telugu Wiki, we would like to utilise the new File Upload Wizard Script of English Wikipedia as it helps us to capture all the required information for better management of Copyrights relating to files. The script is localised already and linked from https://te.wikipedia.org/wiki/Wikpedia:File_Upload_Wizard . The correct URL for File upload wizard page in the previous comment is https://te.wikipedia.org/wiki/Wikipedia:File_Upload_Wizard .
I'm not exactly sure what's the problem here; is this just about the link visible in the sidebar, like bug 42263?
The localised script is running fine on English WP (https://en.wikipedia.org/wiki/User:Arjunaraoc/File_Upload_Wizard-te). It is not running on Telugu wikipedia. The java script file (https://en.wikipedia.org/wiki/MediaWiki:FileUploadWizard.js ) and the corresponding CSS file (https://en.wikipedia.org/wiki/MediaWiki:FileUploadWizard.css) as well as localised wikipedia page (Wikipedia:File Upload Wizard) are copied to Telugu Wikipedia Does the script files require any permissions for running?

This is out of scope for Bugzilla, as there is nothing needed from anybody else to "activate" it. It is an on-wiki custom script on one wiki and its author or maintainers should be contacted if there are problems to port it. Asking on https://en.wikipedia.org/wiki/Wikipedia_talk:File_Upload_Wizard might provide some help.
