Pages should be explicitly enabled for Flow, and you should visit them at their regular location.  So an admin would configure the page Talk:Flow_QA to show Flow topics and posts, and users would simply visit that. In conjunction with this change, the "backdoor" to see Flow topics and posts for any page at Special:Flow/Name_of_SomePage was disabled, so the tests broke.

I'll make the config change to InitialiseSettings-labs.php and to the browser tests.  Sorry for not thinking this through.
