It's showing the Account creation error when creating the wikitech account and the message was shown as below. "There was either an authentication database error or you are not allowed to update your external account." Also there are no username "Shinjiman" created before. I've used had the SVN account "shinjiman" before, there may be need to mirgate the account manually to create the wikitech account, I reckon.
The error reporting on that page is dismal! That said -- the particular error you're seeing is usually the result of specifying a shell name with forbidden characters, most likely uppercase letters. Is that the case here?

The shell name intended to use is "shinjiman", which is all lowercase letters.
OK, Ryan coached me on how to fix this -- I've now set up your account and sent you a password-reset email. Please let me know if it did not arrive or if you run into further trouble. -Andrew
Hmmm, I can now log in to my account now after resetting onto the new password. Thanks Andrew for help to create the new account. :)
