If you mouse over the X icon by a hidden comment, it changes state, implying it can be interacted with - it can't :). According to May, the design solution is to remove the state change - mousing over the X icon should do jack.

The WMF core features team tracks this bug on Mingle card https://mingle.corp.wikimedia.org/projects/flow/cards/435, but people from the community are welcome to contribute here and in Gerrit.
