Looking at [1] gives <centralnotice-clone-banner> at the bottom and a input box without a submit button and which is unreachable by focus.
I assume that I have no permission and the box should not be shown to me. But the message can also be missing for user with the correct permission.

Please have a look. Thanks.

Patch in comment 4 was merged - assuming this bug is FIXED.
