As seen on http://semantic-mediawiki.org/wiki/Maps/Coordinates, section 'Supported Formats->Decimal Minutes' and 'Supported Formats->Degree Minute Seconds'

The 'directional' parameter seems to be ignored, but only with 'dm' and 'dms'. It is working for 'float' and 'dd'. 

Under both 'dm' and 'dms' sections, the output is the same whether 'directional' is true or false.

Confirmed. The support for directional notation has been temporary disabled in the development version. It will be re-enabled before next release.
