He created the page [http://ee-flow.wmflabs.org/w/index.php?title=Template:Stub&action=history Template:Stub] with just the contents "Test.<small>"

Certain elements under his post, on my board, are getting affected by the <small> tag, including the main site navigation sidebar and personal toolbar.

I've left it all intact, for checking. :)

The WMF core features team tracks this bug on Mingle card https://mingle.corp.wikimedia.org/projects/flow/cards/455, but people from the community are welcome to contribute here and in Gerrit.

This was a bug within parsoid,  it was utilizing <small/> to close the tag, which is invalid html.  It now outputs <small></small>
