could you please install HTML::Template? it's probably "libhtml-template-perl".

I'm not sure about this. But http://tools.wmflabs.org/searchsbl/ is still not working, so maybe the perl installation of the webserver differs from that "puppet" installation?

One of the three webservers (the one where, coincidentally, searchsbl was running) had a broken package blocking further additions until it was fixed manually, preventing newer puppet changes from applying properly.

This has now been fixed.
