Seen on beta labs, http://en.m.wikipedia.beta.wmflabs.org/wiki/Special:Uploads

Login as a new user with no uploads.  Special:Uploads should display a tutorial but instead briefly shows "Contribute an image" link, then goes blank.

Just to clarify - if you look closely to the left and right do you see arrows Chris? And if you highlight the screen can you see there is something there which is near impossible to see? If so I'm pretty sure this is the bug that I discovered that the above patch fixes.
