Right now licenses like CC-BY-SA are ignored to avoid MediaViewer showing them when we have less restrictive licenses. If CommonsMetadata is to be used as an import tool for Wikidata on Commons, we might have to change that.

One possible solution would be to weight licenses somehow, so API users can just take the first and be assured that that is the least restrictive one. Alternatively, the import tools can just ignore the License field completely (it is derived from other fields, not a primary data source), but then they need to do parsing on their own.

Isn't CC-BY-SA our primary license...?
