This is currently done on parse for all local targets, so cross-wiki ones don't get it.

Caused:

 02:37, 22 November 2013 Delivery of "Beginning of MassMessage, end of EdwardsBot" to User talk:TheSpecialUser was skipped because user account does not exist 

Had the redirect been followed, the message would have been delivered to the account the user was renamed to.
