Right now the Observer API does nothing on logout, since pressing the Logout link just leads to Special:Userlogout. However, there are other cases where it will be triggered, such as if the user goes to login.persona.org and logs out.

Because of this, rather than relying on Special:Userlogout, the logout callback should just use the API and log the user out manually, using the same AJAX process as login.
