The discussion in the URL field links to a local discussion over the creation of a massmessage group. While the consensus is on the lighter end of what is expected on Meta, there should be no issue with the creation as it is not all that controversial.

A group (no name decided specifically, perhaps massmessage sender or so) should be created with the 'massmessage' right and be assignable/removable by sysops.
