I'd expect https://en.wikipedia.org/wiki/Special:ApiSandbox#action=query&prop=langlinks&format=json&lllang=ta&lltitle=India to return me the languagelink for language ta for article India, but I'm getting back an empty JSON result of []

With that query, you're asking it to search no pages for ta:India. Since there are no pages being queried, no pages get output.

To search for the ta-language langlink in India, use https://en.wikipedia.org/wiki/Special:ApiSandbox#action=query&prop=langlinks&format=json&lllang=ta&titles=India
