This bug might not be related with VE , not sure of the component .

Steps to reproduce:

1.Open a page with image
2.Now resize down the window from below to a smaller size 
3.Click on the icon below the image to bring up the media-viewer tool
4.Now again resize the window to the full size by dragging below.


Observed Result:
The image gets displaced too while resizing and the cross icon appears on top of the image.

I think this is courtesy of the MultimediaViewer extension.

Is this something that still happens? Is Visual Editor somehow involved in triggering the bug?

We had many resize bugs back in 2013, but those have generally been fixed around February.

This appears to now be fixed, yes.
