In the current prototype on ee-flow.wmflabs.org
- comments are hidden via the "actions" menu (small flag icon).
- topics are hidden via the small angle/arrow symbol.

This is inconsistent. Hiding should work the same for comments and topics.

I propose to
1) add an "action" menu to topics, too, and add hide to that menu.
2) make the angle/arrow symbol on topics work like when cklicking on the header area (folding/unfolding a topic temporarily, but not hiding it permanently). This is what most users await when clicking such an arrow symbol anyway. A permanent action which affects all users is rather confusing at that place.

The WMF core features team tracks this bug on Mingle card https://mingle.corp.wikimedia.org/projects/flow/cards/539, but people from the community are welcome to contribute here and in Gerrit.

Design has re-done the interface for these elements, it is being implemented in I33fbb345503e4e17d93dcb87a764527f384e996b
