Currently commands are executed on the surface, and don't fire at all when not in a surface context (e.g. a dialog), however we want to have target level shortcuts (save, show menu, show help, etc.) that don't just fire when the document is fired.

Is this now fixed? We now have save-page, show-help and other target-level shortcuts…
