The square brackets around [edit] buttons are no longer localizable, since the resolution of Bug 48256. The Mediawiki message was previously "MediaWiki:Editsection-brackets", I believe. (See also similar bug Bug 57518.)
Any reason not to just use the brackets message as in the (abandoned) https://gerrit.wikimedia.org/r/#/c/100184/ ?
For what language do you want to change them and how? I'm not currently convinced this part of interface needs localisation.

The square brackets don't really fit very well in ASL and similar languages. It would be preferable to use the "native" brackets in these cases. Currently, the CSS ".mw-editsection-bracket { visibility: hidden; }" is used on the Incubator to simply hide the brackets completely for these languages, but it would be better to just be able to localize them instead of completely hiding them.
