Creating non-item pages in the mainspace is already disallowed (i.e. you can only create a page by using Special:NewItem). However, currently you can still create a discussion page that doesn't belong to an item. It should be disallowed to prevent the creation of discussion pages for non-existent main pages. Example: Try https://www.wikidata.org/w/index.php?title=Talk:Test&action=edit
Are people actually creating those talk pages? To what extend? I'm trying to figure out how much of an issue this is currently.

There aren't any non-item talk pages at the moment, but I'm not sure if any/how many have been deleted in the past. I'd say that this is mostly hypothetical, but it's still a possibility.
Ok thank you :) One other consideration: In general on Wikipedia you can also create a talk page for a non-existing article. Granted though it makes more sense there than in Wikidata because you can have a reasonable chance at creating the talk page for the right article which is a lot harder (impossible?) on Wikidata.
