( breaking this out from bug 43782#c15 , since the patch for that bug doesn't address this issue)

When you attempt to add a course that already exists (via Special:Courses or an institution page), it opens up a course edit window, but the course is blank and interface messages indicate incorrectly that the course was deleted.

Instead, it should load the current revision, and give an interface message describing the correct situation"

'ep-editcourse-exists-already' => 'This course already exists. You are editing it.',

(This would be analogous to how the same thing is handled for institutions. See also https://gerrit.wikimedia.org/r/#/c/98537/ , which may require similar changes to EditCourseAction.php)
