Though bug 52105 covers Wikidata-bourne language link editing, there are cases where local language link editing is still needed:

* for Wikimedia wikis not (yet) hooked into Wikidata;
* for Wikimedia wikis which cannot (yet) be hooked into Wikidata (e.g. [[en:Maggie Simpson]] vs. [[de:Die Simpsons (Familie)#Maggie Simpson]]); and 
* for MediaWiki installs without a Wikibase server (almost all third party users).
