Technically a blocker for this component; I didn't file it because I was told there is a RT ticket but maybe there isn't.

If the Twitter API is unstable, perhaps it's easier to post to http://identi.ca/wikimediatech and enable the forward from there to Twitter via OAuth (bug 50109 comment 1).
