You now see "WP:TPNO violation by User:SPECIFICO" and "User:SPECIFICO" is clickable.

Ideally the topic header would use wikitext...but if not, it should at least be consistent.

The WMF core features team tracks this bug on Mingle card https://mingle.corp.wikimedia.org/projects/flow/cards/584, but people from the community are welcome to contribute here and in Gerrit.
