Global sysops and stewards who are not local sysops cannot edit Wikidata items with their global editprotected rights (https://meta.wikimedia.org/wiki/Special:GlobalGroupPermissions/Global_sysops).

editsemiprotected should be checked too.

It does appear that global sysops/stewards/global rollbackers etc. who are not locally autoconfirmed cannot edit semiprotected pages too.

We can change protection, however.

Lydia_WMDE said some thing regrading this issue was fixed. I have tested it and it is in fact fixed. Thanks!
