The reason is that we select the language links by title, and title attribute depends on the CLDR extension being installed. If it isn't, we are just using autonym.

There should be a better way to identify the languages in the language selector.

In the list element, there's "id" with the language code. Would that do?

Perhaps, but I don't see any ids in language lists. Just a lang attribute which is not guaranteed to be the same thing.
