This image should have a border around it, because it's using the "thumb" parameter in the wikitext:

The WMF core features team tracks this bug on Mingle card https://mingle.corp.wikimedia.org/projects/flow/cards/591, but people from the community are welcome to contribute here and in Gerrit.

Thumbnails will soon have no border.
