Confirming for https://www.mediawiki.org/wiki/Manual:Upgrading#Using_patch This link will always be a 404 for .0 releases. The string expresses "e.g." so it's clear that it is an example, hence I'll close this as WONTFIX.
There should be a 1.22.0 patch file, per the 1.21 directory <http://dumps.wikimedia.org/mediawiki/1.21/>. Re-assigning to hexmode.
1.18 directory also has it, (the 1.19 and 1.20 directories don't, but it looks like they have been raided and a whole lot of files have been removed).
