If you don't type, the language selector fades away. Typing then causes it to come back. In, out, in, out, in...
The WMF core features team tracks this bug on Mingle card https://mingle.corp.wikimedia.org/projects/flow/cards/633, but people from the community are welcome to contribute here and in Gerrit.
That happens in all text-areas, at wikis that have ULS enabled by default. eg at https://meta.wikimedia.org/w/index.php?title=User_talk:Quiddity_%28WMF%29&action=edit§ion=new the "Subject/headline" and main-content-area both get the fade in/out/in/out/... keyboard icon.

That, or, whatever code they (are/were) using to get the little keyboard icon to appear. However, now, if I enable ULS in my preferences at meta, and reload the example link from above, the keyboard icon doesn't appear at all. Perhaps they changed the code that triggered this? But! The reverse is true at eg. https://sv.wikipedia.org/w/index.php?title=Anv%C3%A4ndardiskussion:Quiddity&action=edit (once ULS is enabled at https://sv.wikipedia.org/wiki/Special:Inst%C3%A4llningar ) where the keyboard icon DOES still appear each time I start typing, or click, in a text field. Possibly something to do with different release numbers?
