Previously, users were forced to create a user page in Special:FirstSteps. Now we have them make translations, and when their application for translator rights is approved, we don't create a user page with a babel template. Let's do that.

Once this is done, I think we can retire Special:FirstSteps. Possibly, we should add it as an alias for Special:MainPage?
