When I hover over the interwiki link, I expect to see the alt text.

The WMF core features team tracks this bug on Mingle card https://mingle.corp.wikimedia.org/projects/flow/cards/643, but people from the community are welcome to contribute here and in Gerrit.

We added title attribute to wikilnks in a fix for bug 68013. That should give you what you want. Closing this as a duplicate of that. Please reopen if necessary.
