Due to the large amount of vandalism from zombie proxies and other compromised machines, it would be helpful to automatically block said machines anon-only with account creation blocked to prevent the creation of vandalism-only accounts and sock puppets.

To prevent this, the DroneBL blacklist (see http://dronebl.org) can be used to automatically prevent edits from known open proxies.

Obviously, this won't stop all open proxy-based vandalism, but it will greatly cut down on the quantity of the abuse, and it will increase the time it takes for the vandals to find unblocked open proxies.

So basically you're asking for $wgEnableDnsBlacklist = true; and $wgDnsBlacklistUrls[] = 'dnsbl.dronebl.org.'; on all wikimedia wikis?

For reference, a previous attempt at doing something similar (using SORBS) was done in 2005. A lot of things have changed since then, and I don't no what happened with that, but https://meta.wikimedia.org/wiki/Proxy_blocking suggests it was enabled and then later disabled.

This should be decided at wiki level, not for every wiki.
