This issue was converted from https://jira.toolserver.org/browse/REPORTS-22.
Summary: deploy script should kill running fcgis
Issue type: Improvement - An improvement or enhancement to an existing feature or task.

The deploy script should automatically kill -USR1 running FCGIs (e.g. index.fcgi, prefs.fcgi) so changes in the deployed code are immediately visible to users.
