The page footer should have a link to report bugs / feature requests in JIRA, next to the preferences link.

Also added a link to the wiki page.

This required a new I18nLoader function, 'fmthtml'; identical to fmt, except it doesn't escape the arguments. This was needed because the links are built from one message, which takes the other three messages (containing HTML) as arguments.
