please add the TE userright to testwiki per parameters set in bug 55432 to testwiki +editinterface right to test if editinterface will override full protection for possible RfC on enwp.  Want to make sure my proposal is technically feasible and sound before proposing. Thanks.

Can you explain this proposal in more detail? 

I think this kind of request is best carried out on a local installation of MediaWiki. I am happy to do this for you on my local test wiki - please contact me via my talk page or e-mail if you would like me to do this.

Template editor still should be added to testwiki for synchronizing purposes.

Why? user groups on enwiki aren't usually copied to testwiki. The initial rationale in comment 0 is no longer valid, so what's the point of doing it?

If you want a test environment that closely mirrors enwiki, use http://en.wikipedia.beta.wmflabs.org. This wiki inherits enwiki's configuration, except for a few minor overrides [1].
